Each citizen could be potentially represented by two commissioners depending on their question or request.

In order to fairly distribute the work load associated with all of the streets in our county, which number over 4000, the streets are divided into five equal sections with each commissioner receiving 1/5 of the streets, thus the need for commission working districts. For non-street related issues, your specific commissioner will be determined by voting districts. A commission must live in the voting district he represents. Voting districts are approximately 1/5 of the population based on the census figures. (reference voting district map)
