Florida-Alabama Transportation Planning Organization

The Florida – Alabama TPO (Escambia and Santa Rosa Counties), the Okaloosa – Walton TPO (Okaloosa and Walton Counties), and the Bay County TPO are established in accordance with federal regulations and Florida Statute to recommend priorities for the expenditure of federal and state funds in urbanized areas. An urbanized area consists of a core community of at least 50,000 people with a surrounding area density of 1,000 people or more per square mile.

Often times, the core community and the planning area of the TPO extend outward and encompass two or more political jurisdictions. The role of the TPO is to provide a forum for elected officials of the different jurisdictions to develop a continuing, cooperative, and comprehensive planning process that serves the transportation needs of the entire urbanized area, not just the needs of one city or county.

By statute, the voting members if a TPO shall be elected officials. The TPOs work in cooperation with their member local governments, the respective transit authorities, airport authorities, seaport authorities, and the Florida Department of Transportation (FDOT) to develop projects that meet the transportation mobility needs of the urbanized areas. TPOs, more widely known as metropolitan planning organizations, are established nationwide. In other states, they are often organized under regional planning agencies, such as councils of governments.
