The ECUA telephone system began being overloaded late last week with the dramatic increase in calls from residents of north Santa Rosa County, calling in to sign up for solid waste service before the end of the year. An automated message saying that the number, 476-0480, is out of service is incorrect, and ECUA is working with the telephone company to rectify this matter.
When making a request for service, customers are asked to include their name, service address and a daytime telephone number. When applying for a new account, customers should be prepared to present some form of identification (for example: driver's license, Military ID card, Florida ID card or student ID card).

Santa Rosa County franchises residential solid waste with three providers, divided by area. A franchise is an agreement the county enters into with a service provider to collect curbside residential solid waste. In return for being given special rights to provide the service, the provider is required to provide a defined level of service to residents and the rates are regulated.
North End Franchise
The Santa Rosa County Board of Commissioners has entered into an agreement with the Emerald Coast Utilities Authority to provide single-family residential solid waste collection north of the Yellow River beginning Friday, Jan. 2, 2015. No other large truck provider will be able to provide service in the franchise area after Dec. 31, 2014. The franchise agreement does not impact business or commercial dumpster accounts or residents living south of the Yellow River. Residents in the limits of the city of Milton, town of Jay or NAS Whiting Field will have NO change in solid waste providers.
South End Franchise
Waste Management of Florida and Waste Pro of Florida, Inc. provide residential solid waste collection services for the south end franchise areas, generally in the unincorporated areas of the 32563 and 32566 zip. Since July 2011, Waste Pro provides services for residents in the 32563 zip code and Waste Management for residents in zip code 32566. The newest franchise agreement with ECUA will not impact customers south of the Yellow River.

By offering a franchise to one household solid waste provider residents will receive:
Restricted pricing guidelines which will eliminate popup charges and extra fees on your quarterly bill
Added convenience of curbside bulky waste, yard waste and recycling pick up in addition to garbage pick up
Greater accountability from the provider for damage or clean up
Helps alleviate traffic from multiple haulers in subdivisions and helps prevent excess wear and tear on roads
Mandatory side door collection for the physically handicapped at no charge
Special services like side door collection service for the non-handicapped, additional containers or bear resistant containers at an additional cost
Less litter/illegal dumping
The residential curbside solid waste service is not mandatory. Individuals who do not signup for service will be responsible for transporting their household waste, recyclables, yard debris and bulk waste items to the Central Landfill in Milton or the Jay Transfer Station in Jay.
