BOARD OF ADJUSTMENTS AND APPEALS
JANUARY 31, 2008
The regularmeeting of the Santa Rosa County Electrical Code Board of Adjustments and Appeals was heldJanuary 31, 2008, at 3:00 p.m. in the conference room of the Santa Rosa County Building Inspection Department located at 6051 Old Bagdad Highway, Milton, FL32583. Board members present were Mr. Mark Cotton, Chairman; Mr.Jim Settle, Vice Chairman; Mr. Steve Salter, Mr. Doug Thorpe andMr. Mark Turner.
Building Inspection Department staff in attendance was Tim Tolbert, Building Official; Rhonda Royals,Deputy Building Official; Skip Tompkins, Compliance Division Superintendent; Randy Jones, Compliance Investigatorand Robyn Leverton, Administrative Assistant.
Mr. Tom Dannheisser, County Attorney, was absent from the meeting.
The sound system was inoperable therefore no tape of the meeting is available.
Mr. Mark Cotton called the meeting to order at 3:00 p.m.
Approval of Agenda:
Mr. Settle made a motion to accept the agenda. Mr.Salterseconded the motion. The motion carried with a unanimous vote.
Approval of Minutes:
Mr. Settle made a motion to approve the minutes from the April 19,2007 meeting. Mr. Salterseconded the motion. The motion carried with a unanimous vote.
The next regularly scheduled meeting is Thursday, July17, 2008, at 3:00 p.m. in the Building Inspection Department Conference Room.
New Business (License Reinstatement)
Joseph Donald Lilley d/b/aTesecon, Inc.
Mrs. Royals gave a brief history of Mr. Lilley’scase; she spoke on his behalf as Mr. Lilley was unable to attend the meeting. She stated that he needed reinstatement due to lack of renewal in Santa Rosa County. His state registration is active and reinstatement of his Santa Rosa County license is recommended after payment of penalty fees.
Mr. Salter made a motion to reinstate Mr.Lilley’s license. Mr.Turnerseconded the motion. The motion passed with a unanimous vote.
A discussion ensued amongst the Board members regarding unlicensed contracting. They allagreed that the homeowners are part of the problem and that safety is an issue. Rhonda Royals said that our Electrical Board can make a recommendation to the BOCC toget an ordinance together to help with unlicensed contracting.
Additionally, the Board was advised that the Building Department has requested a Public Hearing to add the following to their current ordinance…
The Board voiced concerns regarding the addition of the new category of residential electrical contractors.
Mr. Salter made a motion to allow the building official to review a delinquent license, but notification to the Board is required; Mr. Settle seconded the motion. The motion carried with a unanimous vote.
Mr. Turner made a motion to recommend Business & Law; Mr. Thorpe seconded the motion. The motion carried with a unanimous vote.
Mr. Turnermade a motion to adjourn the meeting. Mr.Salterseconded the motion. The motion carried with a unanimous vote.
Mr. Cotton adjourned the meeting at 4:19 p.m.
