The Aviation Advisory Committee met on the above date with the following members present: Chairman Randel Compton and members Jimmie Beavers, Carlos Diaz, Mike Harris, Marty Martin, and Clay McCutchan. Also present were the County Administrator (Hunter Walker), County Engineer (Roger Blaylock), and Administrative Services Manager (Tammy Simmons). Chairman Compton called the meeting to order at 5:05 p.m.

Martin moved approval of the minutes from the December 13, 2006 meeting; Diaz seconded, and the vote carried unanimously. (6-0)

Compton introduced Mike Harris, James Hopmeier’s replacement. Harris provided a brief background of his aviation experience. Compton welcomed Harris to the Aviation Advisory Committee.

Review of Banner Towing Information

Walker said the Draft Airport Rules and Minimum Standards will go before the Board of County Commissioners next week for review and approval. He said the only outstanding provision relates to Banner Towing.

Walker said banner tow rules and regulations from other airports and FAA information was provided at a previous meeting. He said Simmons has provided banner tow fees from other airports for review (Attachment in File).

Diaz said this committee has already reviewed the operation requirements and a designated area for banner towing at Peter Prince Airport. He said the only issue to resolve is the fee schedule. There was continued discussion regarding the user fee the county willcharge to operate this type of business at the airport.

Beavers moved to let the county administration determine the user fee amount for banner towing at Peter Prince Airport. The motion died due to lack of a second.

McCutchan moved to charge an $8.00 user fee per banner pick up at Peter Prince Airport; Martin seconded, and the vote carried unanimously. (6-0)

Chairman/Member Issues

McCutchan asked if anyone from CAP (Civil Air Patrol) has contacted the county regarding the CAP building at the airport. Simmons said no one has contacted the county. Martin said he will contact CAP tomorrow. McCutchan said the building is an eye sore and something needs to be done with it.

Pensacola Flight Watch, Inc. Issues

Dale Holbert with Pensacola Flight Watch, Inc. provided an update on the runway improvements and approach issues at Pensacola Regional Airport. He said the runway end identification lights, runway lights, and taxiway lights at Peter Prince Airport are all working. Holbert said hopefully one day the PAPI (Precision Approach Path Indicator) lights will be working. Diaz said the PAPI lights have been an ongoing problem. He said they are supposed to be on 24-7 but only come on with the runway and taxi lights. Diaz said he talked to the contractor today, and they will be working on the PAPI lights.

Holbert provided a brief update on the Aviation Discovery Park. He said the Safety Committee of Flight Watch has addressed a number of issues in the past three years, and the only outstanding issue is the PAPI lights at Pensacola Regional Airport. Holbert requested he be contacted with any safety issues so he can bring those issues before the Safety Committee of Flight Watch.

FBO Issues

Davis Glass said the airport runway stripping is complete. He said the PAPI lights are being worked on. Glass noted the north PAPI light is the cause of the problem. He said the FBO is considering the purchase of a fuel truck and/or trailer for mobile refueling at the airport. Glass said Navy helicopters will be staying at the airport on weekends, and theyare interested in mobile refueling capabilities.

Martin said the Navy pilot training rate has increased due to the world situation. He said one bad day of weather back logs student training.

Engineer/Administrative Issues – Hangar Report

Blaylock said Ingram Electric is in the process of resolving the issue with the PAPI lights. He said the runway stripping does not meet county expectations and will be repainted in the near future. Blaylock said there are intermittent failures with the gate, and he is waiting for a report from Ingram Electric. He said the hangar bids are due next month. Blaylock said the contractor will begin construction of the 24 hangars as soon as the bid is awarded. He said there will probably be a 120 or 150 day construction contract.

Walker said Simmons has distributed copies of the first hangar inspections post hurricanes (Attachment in File). He said the county has not had a compliance inspection since June 2004. There was discussion regarding missing fire extinguishers and noncompliance storage practices. Simmons said re-inspections are set for February 6 and 7, 2007. She said a lot of the tenants have already gotten in compliance. Simmons said any issues not in compliance in February will be turned over to the CountyAttorney. She said she felt the compliance issues will be resolved over time with regular re-inspections. McCutchan said the compliance issues are a concern to this committee because any noncompliance issues are a liability to the county.

There was discussion concerning aircraft in a hangar not registered to the tenant. Blaylock said all tenants are required to own an aircraft, and that tenant may allow someone to double up in the hangar at an additional fee to the county. McCutchan said he is hoping the county has a system that is “hangar friendly.” Simmons said the lease allows the tenant to house an additional plane, which is not owned by the tenant, for an additional $60.00 per month. She said the co-tenant has to comply with the lease agreement, and if the tenant leaves, the co-tenant has to leave.

There was discussion regarding alterations in the hangars. Simmons said the lease agreement clearly says county authorization is needed to alter a hangar.

Designation of Chair/Vice Chair for 2007

McCutchan moved approval of Diaz as Chairman; Martin seconded, and the vote carried unanimously. (6-0)

Beavers moved approval of Compton as Vice Chairman; McCutchan seconded, and the vote carried unanimously. (6-0)

The next scheduled meeting of the Aviation Advisory Committee will be on Wednesday, February 21, 2007 at 5:00 p.m.

There being no further business to come before the Aviation Advisory Committee at this time, the meeting adjourned at 6:00 p.m.
