Bagdad Architectural Advisory Committee
Minutes of the January 13, 2004 Meeting
The meeting was called to order at 8:40 a.m. with the following members and staff present: Dr. Lewis, Committee Member; Mr. Charles Cook, Committee Chairman; and Kacey Wagg, Transportation Planner and staff to the Committee. Beckie Faulkenberry, Planning Director, joined the meeting at approximately 9:15am.
The Committee reviewed and approved the minutes of the December 18, 2003 meeting without objection.
Dr. Lewis updated the committee on his findings regarding the issue of vinyl siding in Bagdad. The highest grade of vinyl siding is as much as 1/3 less expensive than wood, hardy plank or brick. Most of this difference is due to labor cost. The lowest grade of vinyl can be half as expensive or less than other options. Although Dr. Lewis has spoken with several Bagdad Village Historic Preservation Association (BVPA) members individually, the full Executive Board has not met to provide input on the vinyl siding issue. The members he has spoken with have not had any strong feelings either way. The BVPA Executive Board will meet on February 2, 2004. Staff will attend this meeting. Dr. Lewis updated Mr. Cook on the vinyl siding discussion from the December meeting and there was other brief, general discussion on the topic.
Ms. Wagg presented more changes to the Land Development Code (LDC) for the Historic District. She updated the Board on the effort to retain an advisor from the historic preservation graduate program at the University of West Florida. She then described the addition of a section to the LDC regulating demolition of structures within the Historic District. Most of the language governs demolition of contributing structures. The Board was asked to more thoroughly review the additions for approval next month. The second major addition to the LDC was the inclusion of construction materials and standards. The Board reviewed each addition with minor changes that will be made by staff for approval at the February meeting.
Ms. Faulkenberry updated the committee on the Castor case, which was discussed at the December meeting, and on a preliminary request from the Bagdad Baptist Church for a new sign.
