The Aviation Advisory Committee met on the above date with the following members present: Ted Rhodes (District 1), Mike Harris (District 2), Brian Watkins (District 3), Michael Wooley (District 4), and Chip Mapoles (District 5). County staff present: County Administrator (Hunter Walker), County Engineer (Roger Blaylock), and Administrative Services Manager (Tammy Simmons).
Mapoles called the meeting to order at 5:00 p.m. The minutes of the July 18, 2012 meeting was approved unanimously.
Walker introduced Ted Rhodes (District 1 member of the Aviation Advisory Committee) replacing Jim Fausz. Mr. Rhodes was appointed October 25, 2012 by the Board of County Commissioners
Walker presented a memorandum from County Attorney, Angie Jones, explaining Florida’s Sunshine Law to all members of Committee.
Master Plan Update – Hatch Mott McDonald
Peter Prince Field (2R4) Airport Master Plan Update: Aviation Advisory Committee Presentation – Santa Rosa County – November 14, 2012; Presented by Hatch Mott MacDonald – Heath Jenkins, Civil Engineer and Jonathan Ignacio, Principal Aviation Project Manager Associate.
Hatch Mott MacDonald is currently working on the Airport Layout Plan (ALP). The Airport Layout Plan and the Capital Improvement Program ties everything up in the Master Plan process and provides capital outlays for FAA and FDOT funding for improvements to Peter Prince Airport in the near future and during the 20 year forecast period that the Master Plan encompasses. Ignacio stated the last master plan update was in 2002 and FAA requires it every 10 years. Hatch Mott MacDonald informed the committee that this is the final review before the initial submittal to FAA. After the initial submittal FAA will provide comments and the Master Plan Update (MPU) will progress further.

oData Collection & Facilities Inventory– Data collection and facilities inventory is complete.
oReview of air space and obstruction survey - Airspace and obstructions of any potential conflicts has been reviewed, as required of the master plan.
oAviation Activity Forecasts - the Aviation Activity Forecast, presented to this Committee in a previous meeting, is based on economic indicators and provides an idea of expansion and forecasted facility improvements desired in the future.
oDemand/Capacity Analysis– demands or infrastructure improvements that will be required based on that forecast analysis.
