PARKS AND RECREATION COMMITTEE MEETING
Wednesday, October 22, 2014, 5:30 p.m.
Administrative Complex Board Meeting Room
 
            The October meeting of the Santa Rosa County Parks and Recreation Committee was held at the Administrative Complex beginning at 5:30 p.m. on Wednesday, October 22, 2014. The following members were present representing the sports associations and host organizations: Steven Thames, East Milton Recreational Park; Scott Martin, Futbol Club of Santa Rosa, Inc.; and Tim Wheat, Pace Area Tennis Association.
 
Absent were representatives from Pace Athletic and Recreational Park/Santa Rosa Sportsplex, Fidelis Community Center and Park, Benny Russell Park, Swenson Park, Tiger Point Recreational Park, Navarre Sports Complex/Navarre Soccer Complex/Holley Ball Field and Chumuckla Community Center and Park.
 
Present also were the County Administrator, Hunter Walker, Special Projects/Grants Coordinator, Sheila Harris, Administrative Services Manager, Tammy Simmons and citizen, Ken Garner. A copy of the sign-in sheet is attached for reference.
 
The meeting was called to order at 5:30 p.m.
 
Minutes from the September 24, 2014 meeting were approved without objection as written.
           
Sheila Harris presented the attendees with a PowerPoint presentation of the proposed 2015/2016 Florida Recreation Development Assistance Program (FRDAP) Grant Application for improvements at the Navarre Park and Benny Russell Park. A copy of the presentation is included for reference.
 
2015/2016 Florida Recreation Development Assistance Program (FRDAP) Grant Application
 
FRDAP Information
·         State competitive grant program that provides financial assistance to local governments to develop and/or acquire land for public outdoor recreational purposes.
o   Projects must be for the sole purpose of providing recreational opportunities to the public
·         Maximum grant request is $200,000
·         Applications must involve only one project site except for acquisition or development of sandy beach access
·         Matching requirements
o   $50,000 or less 100% funded
o   $50,001-150,000, 75% funded, 25% match
o   $150,000 – 200,000, 50% match
·         More than half of project request must represent “primary recreation facilities” defined as any facility which could stand alone and provide outdoor recreation without a support facility. Examples include but are not limited to:
o   Beach access
o   Trailhead and trailside facilities
o   Fishing piers, boardwalks
o   Boat ramps and docks
o   Canoe, hiking, nature and bike trails
o   Observation towers
o   Ball fields
o   Tennis and basketball courts
o   Playgrounds
o   Skate facilities
·         Support facilities mean a facility which could not stand alone, or which would have little or no public outdoor recreational value without the primary facility. Examples include but are not limited to:
o   Parking lots
o   Restrooms
o   Bathhouses
o   Combined restroom-concession stand buildings
o   Access roads
o   Walkways
o   Landscaping
o   Security lighting
o   Fencing
o   Interpretive signage

Grant Information
·         FRDAP program has received little if any funding during the last few cycles
o   In the last two cycles, only $50,000 small development projects were funded.
·         Projects will be scored and ranked in December 2014
·         The Legislature will consider priority list and recommend funding levels in April 2015
·         Grant awards (if funded) will be made on or after July 2015
 
Public Input Session
 
Tim Wheat, PATA, questioned the amount being requested from PATA for the Benny Russell Park Tennis development. Ms. Harris described some of the scoring considerations including the relative needs index, public participation and partnerships with other entities.
 
Discussion took place concerning the next two proposed meetings, November 26, 2014 and December 24, 2014, both meetings fall the day before a holiday; therefore, the next scheduled meeting will take place on January 27, 2015. The meeting adjourned at 5:50 p.m.
