Administrative Complex Board Meeting Room


The March meeting of the Santa Rosa County Parks and Recreation Committee was held at the Administrative Complex beginning at 5:30 p.m. on Wednesday, March 25, 2015. The following members were present representing the sports associations and host organizations: Steven Thames, East Milton Recreational Park; Seth Cumbie, Santa Rosa Sportsplex/PARA; Larry Dixon, Navarre Youth Sports Association, Navarre Sports Complex/Navarre Football-Soccer Park/Holley Ball Field and Scott Martin, Santa Rosa Soccer/Horse Park.


Absent were representatives from Fidelis Community Center and Park, Tiger Point Recreational Park, Swenson Park, Pace Area Tennis Association, and Chumuckla Community Center and Park.


Also present was the Administrative Services/Parks Operations Manager, Tammy Simmons.


The meeting was called to order at 5:30 p.m.


Minutes from the January 28, 2015 meeting was approved without objection as written.


The committee heard appeal from the following volunteer concerning his background screening.


    • Ryan Bonckowski, PARA, stated his case. Cumbie moved approval to accept Mr. Bonckowski as a volunteer, Dixon seconded the motion; motion approved with objection from Martin.  Cumbie stated PARA placed Bonckowski on a one year probationary period as a volunteer. Bonckowski was approved to volunteer under a one year probationary period.


Discussion took place on “Santa Rosa County Parks and Recreation Volunteer Policy”. Changes recommended to the Volunteer policy due to Florida Statute 943-0438:

  • 2. The background check renewal time frame on each volunteer is five (5) years one (1) year.
  • 3. The volunteer cannot start until the background check has been completed and approved by the independent organizations Director or Board of Directors as designated by the County Administrator and following the five (5) years one (1) year volunteer checked timeframe.


            The next regular scheduled meeting is April 22, 2015.
