PARKS AND RECREATION COMMITTEE MEETING
Wednesday, March 23, 2011, 5:30 p.m.
Administrative Complex Board Meeting Room
 

The March meeting of the Santa Rosa County Parks and Recreation Committee was held at the Administrative Complex beginning at 5:30 p.m. on Wednesday, March 23, 2011. The following members were present representing the sports associations and host organizations: Larry Dixon, Navarre Youth Sports Association, Navarre Sports Complex/Navarre Football-Soccer Park/Holley Ball Field; Ron Kennedy, Santa Rosa Sportsplex/PARA; Justin Labrato, Tiger Point Recreational Park, Charles Hoard, East Milton Recreational Park; Robert Foster, Chumuckla Park; and Robert Breland, Santa Rosa Soccer/Horse Park

Absent were representatives from Fidelis Community Center and Park, Benny Russell Park, and Swenson Park.

Also present was the Administrative Services/Parks Operations Manager, Tammy Simmons.

The meeting was called to order at 5:30 p.m.

The Administrative Services Manager welcomed all.

Minutes from the October 27, 2010 and January 26, 2011 meetings were approved without objection as written.

The purpose of the meeting was to hear appeals from volunteers concerning background screening.

• Steven Wendell Kelly, NYSA, stated his case, Hoard moved approval to accept Mr. Kelly as a volunteer, Foster seconded the motion, motion approved without objection for Kelly to volunteer.

• Dion Michael Zigler, PARA, stated his case, Hoard moved approval to accept Mr. Zigler as a volunteer, Dixon seconded the motion, motion approved without objection for Zigler to volunteer.

• John Paul Barnes, PARA, stated his case, Hoard moved approval to accept Mr. Barnes as a volunteer, Kennedy seconded the motion, motion approved without objection for Barnes to volunteer.

• Marcus William Harris, PARA, stated his case, Hoard moved approval to accept Mr. Harris as a volunteer, Breland seconded the motion, motion approved without objection for Harris to volunteer.

• James Anthony Mitchell, PARA, stated his case, Dixon moved approval to accept Mr. Mitchell as a volunteer, Hoard seconded the motion, motion approved without objection for Mitchell to volunteer.

• Randall Morton Seltzer, TPSA, stated his case, Labrato moved approval to accept Mr. Seltzer as a volunteer, Hoard seconded the motion, motion approved without objection for Seltzer to volunteer.

• Ian Kelly Arnold, TPSA, stated his case, Labrato moved approval to accept Mr. Arnold as a volunteer, Hoard seconded the motion, motion approved without objection for Arnold to volunteer.

Hoard stated that East Milton Youth Association (EMYA) is having problems with travel teams playing on their fields without authorization and sometimes even after fields have been prepared for play or practice by EMYA; these teams are not a part of the EMYA program nor do they provide financial or labor assistance to the park. Hoard inquired if the committee was interested in advocating a change in the language of the current lease agreements with the County for County Commission approval that would prohibit organized teams from playing on fields without prior approval from the sports associations. Kennedy and Dixon stated they have the same problems. Dixon moved approval for the committee to discuss this change and make a recommendation to the Board of Commissioners, Hoard seconded the motion, motion approved without objection. Simmons’ stated she would email all members this portion of the lease and asked that they submit their recommendations to her to share with all members of the committee so that each member will be prepared to discuss at the next Parks and Recreation Committee.

There were two cub scouts present from the Navarre area; the Cub Master explained the scouts attended this meeting to achieve their requirement of attending a community board meeting. The Cub Master thanked the committee for providing their service to this county.

Simmons stated the next regular scheduled meeting will be April 27, 2011.
