Approval of March 2007 Minutes
There were no minutes available for approval.
Request for support: Magnolia Crossing, Phase II, LIHTC
Nick Doering with Carlisle Development requested a $75,000.00 grant for Magnolia Crossing, Phase II. There was discussion on the requested money being a grant or a loan.
Holt moved approval to commit $90,000.00 to the Carlisle Group; Holley seconded, and the motion carried unanimously. (8-0)
HHRP (Hurricane Housing Recovery Program) Update
Kevin Wagner, West Florida Regional Planning Council, distributed a handout on recommendations for unencumbered funds (Attachment in the file). There was discussion on this handout.
Cotton moved approval to fund Strategy 2 (Emergency Repair) in the amount of $100,000.00; Strategy 3 (Home Purchase) in the amount of $194,478.97; and, Strategy 11 (Transitional Housing) in the amount of $300,000.00; Parker seconded, and the motion carried unanimously. (8-0)
2007/2008/2009: 3-Year Local Housing Assistance Plan
Discussion and Recommendations-Housing Program Manager/West Florida Regional Planning Council
Boone discussed proposed changes in the SHIP Local Housing Assistance Plan (LHAP) for 2007, 2008, and 2009. The committee discussed the proposed changes, including deletions and additions (Attachment in the file). There was consensus with the proposed changes with the exception of page 9 (d) of the document, and the wording and definition of “First Time Homebuyer.”
Collar moved approval for the wording “First Time Homebuyer” to be included with a definition on page 9 (d) of the LHAP document and other changes within this section of the document as listed below:
$15,000 maximum for very low income applicants (50% AMI), $10,000 for low income applicants (80% AMI), and $7,500.00 for moderate-income applicants (120% AMI);
Holt seconded, and the motion carried unanimously. (8-0)
Habitat for Humanity Update
Betty Salter with Habitat for Humanity updated the committee on recent activity in Santa Rosa County. She said Habitat for Humanity built 28 homes in Santa Rosa County last year and there are 8 more lots available.
Next Meeting Date
The next proposed meeting date is May 23, 2007 in the Public Services Community Room.
