Present: Chairman Jerry Burden and members Chrys Holley, Blackie Black, Danny Holt, Michelle Parker, Oakland Ard, Cindy Cotton, and Diane Collar. Also present were Janice Boone (Housing Program Manager), Kevin Wagner (West Florida Regional Planning Council), Tony Gomillion (Public Services Director), and Laurie Schultz (Planning & Zoning Office Assistant).
Review and Approval of Minutes
Holt moved approval of the minutes from the meetings of March 29, 2007, April 18, 2007, and May 23, 2007; Ard seconded, and the motion carried unanimously. (8-0)
HHRP (Hurricane Housing Recovery Program) Report
Kevin Wagner addressed the 4 homes brought up at the last meeting. He said $150,000.00 was returned and available for other individuals. Wagner updated the committee on each of the strategies listed in the HHRPreport.
SHIP Program Reports (Informational)
Boone gave an update on funds still pending disbursement as of May 31, 2007 (Attachment in the file). She also gave an update on the Strategies/Funding Report as of May 31, 2007 and funding year 2005-2006.
Transitional Housing RFP Response
Boone gave a Power Point Presentation on the RFP’s that were receivedfor the Transitional Housing RFP Response, andshe discussed them in detail with regards to specific priorities (Attachment in file).
Micah Danielson, representative for Loaves & Fishes Soup Kitchen, said their goal is to have the transitional homes completed by February 2008. She said she was not aware letters of support are required. Boone said letters of support are not required. She said the priorities were created based on information given in each RFP. Danielson gave a brief history on Loaves & Fishes Soup Kitchen, and their experience with regard to homelessness. She said Loaves & Fishes Soup Kitchen is seeking $200,000.00 to build two homes for homeless families.
Burden asked Danielson if Loaves and Fishes has secured any property. Danielson said no, but funds are available to secure property. Holt asked if the leverage of $61,000.00 will adjust the funding request. Danielsonsaid no. She said there are other services providedthat will use this extra money.
Debbie Laird, Family Promise, distributed a handout on needs in Santa Rosa County. She said Family Promise has purchased property for Project #1 and has property available to purchase for projects #2 and #3.
Cotton said she likes the idea of two detached units. Parker said she would like to fund both requests for both agencies. She said she would like to see Loaves & Fishes Soup Kitchen funded and Project #1 and Project #2 for Family Promisefunded.
Wagner said the amounts can be adjusted by $5,000.00 for each agency’s request. He said $195,000.00 can be given to Loaves & Fishes Soup Kitchen and $305,000.00 given to Family Promise.
Parker moved approval to offer the proposals from Loaves & Fishes Soup Kitchenin the amount of $195,000.00 and Family Promise Project #1 and Project #2 in the amount of $305,000.00; Holley seconded, and the motion carried unanimously. (8-0)
