APRIL 18, 2002

The regular meeting of the Santa Rosa County Fire Protection Board of Appeals was held April 18, 2002 at 4:00 p. m. in the Conference Room of the Santa Rosa County Building Inspection Department located at 6051 Old Bagdad Highway Room 202, Milton, FL 32583. Board members in attendance were Chairman John Reble, Vice Chairman Paul Hazucha, and Steve Rowell.

Building Inspection Department Staff in attendance were Martin Riley, Building Official; Rhonda Royals, Office Superintendent; Tim Tolbert, Fire Official/Chief Plans Examiner; Tambre
Weiland, Fire Safety Inspector; and Sue Rambo, Permit Analyst.

Director of Public Services, Mr. Bill Gilbert, was in attendance.

Chief John Reble, Chairman, called the meeting to order at 4:08 p. m.

Agenda approval:
Hazucha made a motion to approve the agenda with a second by Rowell. Motion carried with 3 ayes.

Approval of minutes:
Rowell made a motion to accept the minutes from the March 28, 2002, meeting with a second by Hazucha. Motion carried with 3 ayes.

Next meeting:
The next scheduled meeting is to be held on May 16, 2002, at 4:00 p.m.

Appeal Request:
West Florida Baptist Church – Fire Hydrant

Reble read the application for appeal submitted by West Florida Baptist Church. Tolbert gave a brief description of the building and the surrounding buildings. Royals stated that the original plans submittal showed the fire hydrant on the property within the 500 feet requirement, but due to the cost of installing the hydrant they are appealing. The Board members looked at the construction plans and discussion ensued.

Ralph Kaunitz, Building Contractor, went over the site plan with the Board. Tolbert told the Board that he had done a water requirement calculation based on NFPA – 1142 that could be found in their packets. Reble discussed the possibility of placing the hydrant in another location. Tolbert told the Board that West Florida Baptist Church had taken their appeal to the Board of County Commissioners at the Committee Meeting at which time the County Attorney informed them that they would have to come before this Board. Tolbert also stated that a drawing was submitted to the Board of County Commissioners. The same drawing was shown to the Board. Discussion ensued.

Hazucha stated that he thought the estimate to run 320 feet of six-inch pipe for $12,000 was way out of line. Hazucha stated that the cost should be $8 - $10 a foot. Weiland stated that she had spoke to Ted Dotson at Pace Water System regarding this project and that the excessive cost was due to the fact that they would have to install a back flow preventer. More discussion ensued.

Reble asked if Chief Crisco of Pace Fire Department had been consulted. Chief Crisco stated that if the water line ran between the holding pond and the property line, there would not be enough room to lay a line and it could put firefighters in jeopardy. Chief Crisco showed the Board where the Pace Fire Department recommends the hydrant should be placed.

Hazucha suggested that the church get some more estimates on the cost of running the line. Crisco stated that having a hydrant on site would decrease their insurance premium.
Discussion ensued regarding possible placement of the hydrant.

Hazucha made a motion to deny the appeal with a second by Rowell. Motion carried with 3 ayes.

Public Forum:
Royals stated to the contractor and the other representatives of West Florida Baptist Church that they have the right to appeal this Board’s decision to the Board of County Commissioners by contacting the county offices downtown to be placed on the Committee agenda.

Hazucha made a motion to adjourn the meeting with a second by Rowell. Motion carried with 3 ayes.
