SANTA ROSACOUNTY FIRE PROTECTION
BOARD OF APPEALS MEETING MINUTES
NOVEMBER 21, 2002

The regular meeting of the Santa Rosa County Fire Protection Board of Appeals was held November 21, 2002 at 4:00 p. m. in the Conference Room of the Santa Rosa County Building Inspection Department located at 6051 Old Bagdad Highway Room 202, Milton, Florida. Board members in attendance were Chairman John Reble, Warren Morgan, and Steve Rowell.

Building Inspection Department Staff in attendance were Tim Tolbert, Fire Official/Building Safety Coordinator; Martin Riley, Building Official; Rhonda Royals, Office Superintendent; Tambre Weiland, Fire Safety Inspector; Bill Tucker, Fire Safety Inspector; Sue Rambo, Fire Safety Inspector; and Esna Cluck, Permit Analyst.

Mr. John Reble, Chairman, called the meeting to order at 4:07 p.m.

Agenda approval:
Morgan made a motion to accept the agenda with a second from Rowell. Motion carried with 3 ayes.

Approval of minutes:
Morgan made a motion to accept the minutes from the September 19, 2002, meeting with a second by Rowell. Motion carried with 3 ayes.

Next meeting:
The next scheduled meeting is to be held on December 19, 2002, at 4:00 p.m.

Variance Request:
Advanced Tire and Service – Double cylinder key lock on egress door
Reble read the application for appeal. Reble asked if there was a representative present for Advanced Tire and Service. There was no one present. Reble asked who inspected this building. Tolbert stated that Rambo did the inspection. Reble asked Rambo if there were multiple doors in and out of this building. Rambo replied that there were two separate doors, one in front and one on the side. Discussion ensued.

Morgan made a motion to deny the variance request with a second by Rowell. Motion carried with 3 ayes.

Variance Request:
Mail Box Plus – Double cylinder key lock on egress door
Reble read the application for appeal. Reble asked who inspected the building. Tucker went to the podium for questions from the board. Reble asked Tucker if he explained the different types of locks to the customer. Tucker replied that a packet of information had been sent to the owner.

Carol Bailey-Stewart spoke to the Board as a representative of Mail Box Plus. Bailey-Stewart stated that going to the expense of placing an indicator below the lock and that putting the letters out to the side did not make any sense to her. Bailey-Stewart asked the Board to use common sense. Reble stated that we are under a minimum fire code statewide. Discussion ensued. Reble told Bailey-Stewart that the Board could render a decision or table the issue to allow time for research. Bailey-Stewart stated that she would like the Board to table the issue and she would do some more research. More discussion ensued.

Rowell made a motion to table the issue until the next meeting. There was a second by Morgan. Motion carried with 3 ayes.

Bailey-Stewart asked Tolbert some questions regarding the enforcement of code. Discussion ensued.

At. 4:35 p. m., Morgan made a motion to adjourn the meeting with a second by Rowell. Motion carried with 3 ayes.
