SANTA ROSA COUNTY FIRE PROTECTION
BOARD OF APPEALS MEETING MINUTES
FEBRUARY 12, 2004
The regular meeting of the Santa Rosa County Fire Protection Board of Appeals was held February 12, 2004 at 4:00 p. m. in the Conference Room of the Santa Rosa County Building Inspection Department located at 6051 Old Bagdad Highway Room 202, Milton, Florida. Board members in attendance were Chairman John Reble, Vice Chairman Paul Hazucha, Warren Morgan, Dusty Rhodes and Steve Rowell.
Building Inspection Department Staff in attendance were Rhonda Royals, Building Department Coordinator; Tambre Weiland, Fire Safety Inspector; and Esna Cluck, Permit Analyst.
Mr. John Reble, Chairman, called the meeting to order at 4:00 p.m.
Agenda approval: Reble asked if there were any additional items. Royals stated that item 5c would need to be carried over to the next meeting. Reble stated that item would be tabled until the next meeting. Hazucha made a motion to accept the agenda as amended with a second from Morgan. Motion carried with 5 ayes.
Approval of minutes:
Hazucha made a motion to accept the minutes from the November 13, 2003, meeting with a second by Rhodes. Motion carried with 5 ayes.
The next scheduled meeting is to be held on Thursday, March 11, 2004, at 4:00 p.m.
Midway Mini Storage – Fire hydrant requirement variance appeal
Reble read the application for appeal into the record and reviewed the water calculations for each building. Reble asked to see the site plan for the project. Weiland showed the Board the site plan. Discussion ensued. Weiland told the Board that Captain Carbonell from Midway Fire Department told her they were okay with the existing fire hydrants for the proposed addition.
Richard Dove, Midway Mini Storage owner, spoke to the Board. Dove told the Board that they did not want to spend $4,000 to install another hydrant since they just put one in about four months ago. Reble questioned the cost of installation. Bob Radcliffe, O’Neil Construction, stated that the reason it was so expensive to tap onto this water line is because the line is about ten feet in the ground.
Rhodes made a motion to grant the variance contingent on the Building Inspection Department receiving written approval from Midway Fire Department. There was a second by Morgan. Hazucha wanted to add to the motion that the buildings outside of the 500 feet be identified on the plans. Motion carried with 5 ayes.

Reble read the application for appeal into the record and reviewed the water calculations.
Weiland told the Board that the nearest hydrant is greater than 1,000 feet from the building. Weiland also told the Board that this building is next to Metal Design and Fabrication who was recently denied the same request by the Board but the ruling was overturned by the Board of County Commissioners. Weiland showed the site plan to the Board. Discussion ensued.
Joe Baker, owner, spoke to the Board. Baker said the reason for the variance request is due to the extreme cost of installing a fire hydrant. Baker stated that his intended use of this building is more for personal items than commercial use. Baker stated that where his residence is located he is not able to store personal items there and that is why he needs this building. Reble asked what type of personal items required a 5,000 square feet building. Baker replied that it is for his race care, the 40 foot trailer that is used to haul the race car, and the 30 foot truck used to pull the trailer.
Hazucha asked Baker if he had discussed sharing the cost of hydrant installation with his neighbor. Baker replied that he had discussed sharing the cost with Edward Bohlman, the business owner of Metal Design and Fabrication. Bohlman was granted a variance and therefore was not interested in sharing the cost of installing a fire hydrant. Discussion ensued.
Hazucha made a motion to deny the variance request with a second by Rowell. Motion carried with 5 ayes.
At 4:21 p. m. Rowell made a motion to adjourn the meeting with a second by Rhodes. Motion carried with 5 ayes.
