The meeting was called to order at 3:00 p.m. with the following members and staff present:

Mr. Greg Fountain opened the meeting by asking if there was discussion of the minutes from the July 14, 2009 meeting. Mr. Gaius Bruce moved to approve the minutes. Mr. Kenneth Walters seconded the motion and the Board voted unanimously for approval. Mr. Fountain welcomed new board members Kathi Martin and Susan Haddock to the Board and briefly explained the function of the Board and its quasi-judicial activities.
The Board then moved on to consider the first item on the agenda.
Mr. Fountain introduced the first case, Slippery Mermaid Sushi Bar (2009-NAARB-014), located in the Heart of Navarre overlay district on Highway 98; zoned HCD-HON. Karen and Greg Hineman were in attendance to present the project. Mr. Bruce asked the applicants if they needed more parking. Ms. Joanne Connor asked the applicants if they are seeking approval for what already exists. Ms. Hineman explained that that the process took over a year and that it had been permitted through the County. Ms. Connor asked about the gravel on the side of the building; Ms. Hineman explained that the ground was red clay and shell and that she used left over gravel from the parking lot to cover that area. She stated that customers will use it for overflow parking regardless of whether it is gravel or another landscape material. Ms. Connor asked staff about whether or not gravel is allowed; Ms Statler indicated that it was not allowed. Ms. Connor also asked about the sign location. Ms. Hineman indicated that the sign is where it was originally approved to be. Mr. Walters stated that he thinks the gravel looks good and that it fits in with the “beach feel”; Mr. Bruce thought that it was nice because the gravel is pervious. The Board discussed the site and the gravel area with Mr. Fountain re-iterating that gravel parking is not allowed within the Heart of Navarre. Ms. Connor reminded the Board that the gravel on this site was considered grandfathered. Mr. Walters agreed with Ms. Hineman about the parking on the site. Ms. Connor stated she felt that customers would park on the gravel first and park on grass last. Ms. Hineman told the Board she was uncertain about the ability to grow grass. Ms. Connor suggested another form of ground cover other than grass. Mr. Bruce recommended approveal based on the fact that the Board had previously grandfathered it. The Board discussed other options and the proximity to the new canopy trees. Mr. Bruce ask for confirmation that they are asking for what they have – gravel and deck. Ms. Hineman agreed. Mr. Bruce made a motion to approve. Ms. Kathi Martin seconded the motion and the Board unanimously approved the request.
Mr. Bruce asked staff for a proclamation to be adopted by this Board for Ms. Shirley Brown for her servitude on this Board and efforts in the development of the Navarre Town Center Plan. Ms. Connor seconded the motion.
Mr. Fountain announced the next meeting, September 8 and asked for a motion to adjourn. Mr.Bruce made a motion to adjourn; Mr. Walters seconded the motion. The motion was
