November 9, 2010


The meeting was called to order at 2:58 p.m. with the following members and staff present:

· Ms. Leslie Statler, Planner I, Staff to the Committee

Mr. Kenneth Walters opened the meeting by introducing the members and asking the committee to review the revised minutes from the September 14, 2010, meeting. The Board unanimously approved the minutes as revised. Mr. Walters then asked the Board to review the minutes from the October 13, 2010, meeting and asked for discussion. The Board’s discussion included the “Boondocks” project and the landscaping around the “Dwon’s” sign before Ms. Joanne Connor made a motion to approve as presented. Ms. Kathi Martin seconded the motion and the minutes were approved. Ms. Lisa Epstein abstained from the vote since she was absent from the previous meeting.

Mr. Walters introduced the case, 2010NAARB009, “TC’s Front Porch” located within the Heart of Navarre overlay district at 8558 Navarre Parkway. Mr. Robert Benaquis explained the proposed sign. Ms. Martin suggested enhancing the planter box to balance the shape – perhaps enlarging it to a 3 feet by 6 feet box or 4 feet by 6 feet. Ms. Connor asked about the materials for the box and the sign pole. Mr. Benaquis stated that the box would be made of material comparable to the building. Mr. David Markham, George Markham & Sons, stated that the pole would be black and would be made of metal. Ms. Connor then inquired about the electronic reader board (ERB) regulations and whether the proposed sign would comply. Mr. Markham assured the Board that it would comply with all of the regulations. Ms. Epstein asked for clarification on the size of the planter box. Ms. Martin said she would like to see the longer side parallel to Highway 98. Ms. Martin made a motion to approve the sign based on the planter box being enlarged to at least 3 feet by 6 feet with landscaping within the box. The Board then discussed the size of the planter box and its orientation. Ms. Martin modified her motion to approve the sign with the planter box enlarged to a minimum of 4 feet by 6 feet with the longer side perpendicular to Highway 98. Ms. Connor seconded the motion which was then unanimously approved by the Board.

Mr. Walters introduced the case, 2010NAARB010, “St. Rosa Sound RV Resort” located within the Heart of Navarre overlay district in the 8300 block of Navarre Parkway. Mr. Charlie Clary presented the project which consists of a registration and park buildings and freestanding sign. Mr. Clary stated that the building style has changed to a more rustic aesthetic and takes on the characteristics of the “Cracker” style. Ms. Martin asked staff if Ms. Sarah Hernandez had commented. Ms. Leslie Statler stated that she did not have any comments. Mr. Walters asked about the roof material. Mr. Clary stated that their preference is metal but would depend upon material availability and costs. Ms. Martin made a motion to approve the buildings as presented. Ms. Epstein seconded the motion and the Board unanimously approved the motion.

The Board then directed their discussion to the sign. Ms. Connor asked if the style would be considered monument; staff concurred. Ms. Connor then inquired of the materials for the sign. Mr. Clary stated that the sign would be Hardiplank in green and cream with the sign face being cream with dark lettering. Ms. Martin asked about the type of landscaping around the sign. Mr. Clary stated that there would be landscaping around the front and back with spots for annuals to be incorporated seasonally. Ms. Epstein asked about the generation of the logo for the resort. Mr. Clary explained the history behind the area and its incorporation into their endeavor. Ms. Martin made a motion to approve as submitted. Ms. Epstein seconded the motion and the Board unanimously approved the motion.

The Board then discussed other business including the signs at “Peadens” and “Alphy’s” and the review of signs by NAARB. Mr. Mike Odom, Navarre Press, inquired about the proposed sign Ordinance, this Board’s jurisdiction over Navarre Beach, and the requirement for pole covers. Ms. Statler advised the Board and Mr. Odom that the County is considering a new sign Ordinance that will be taken to the Board of County Commissioners within the next month or two. She stated that this Board’s authority is confined to the Heart of Navarre Overlay District and the Town Center Zoning Districts. Ms. Connor explained the pole cover requirement was an improvement from round poles. Mr. Walters stated that he understands property owners want some individualization of their signs and the Board then discussed this aspect of design and review process agreeing that individualism can be achieved within the bounds of the architectural standards.

Mr. Walters asked for a motion to adjourn. Ms. Martin made a motion to adjourn. Ms. Epstein seconded the motion and the Board unanimously approved the motion. The meeting adjourned at 3:43 p.m.

· The exposed pole height will be 7 feet; the bottom 3 feet of the pole will be hidden within a planter box. The pole structure/cover will be metal and painted black.
· Base landscaping will be contained within a planter box whose dimensions are 3 feet in height, and a minimum of 6 feet in width (perpendicular to Highway 98) and 4 feet in depth (parallel to Highway 98). The planter box will match the building aesthetic and existing planter boxes;
· Business address is located on the sign post;
· This sign will replace the pirate and mermaid previously approved as freestanding signs.
