The regular meeting of the Santa Rosa County Building Code Board of Adjustments and Appeals was held April 13, 2005, at 3:00 p.m. in the conference room of the Santa Rosa County Building Inspection Department located at 6051 Old Bagdad Highway, Milton, FL 32583. Board members present were Mr. Frank Harold, Chairman, Mr. Danny Holt, Vice Chairman, Mr. Charles “Pete” Southerland, and Mr. William J. Blackman.
Building Inspection Department staff in attendance was Mr. Tim Tolbert, Building Official; Mr. Skip Tompkins, Compliance Division Superintendent; Mrs. Rhonda Royals, Deputy Building Official; Mr. Randy Jones, Investigator and Mrs. Robyn Leverton, Office Assistant.
Mr. Tom Dannheisser, County Attorney, was not present for the meeting.
Mr. Frank Harold, Vice Chairman, called the meeting to order at 3:02 p.m.
Approval of Agenda:
There were no amendments to the agenda. Mr. Southerland made a motion to accept the agenda. Mr. Holt seconded the motion. The motion carried with a unanimous vote.
Approval of Minutes:
Mr. Southerland made a motion to approve the minutes from the March 9, 2005 meeting. Mr. Holt seconded the motion. The motion carried with a unanimous vote.
The next regularly scheduled meeting is Wednesday, May 11, 2005, at 3:00 p.m. in the Building Inspection Department Conference Room.
Old Business (Probable Cause)
Santa Rosa County VS James Ronnie Cawthon d/b/a Southland Pools
Mrs. Royals gave a brief history and update. The Board, at last months meeting, allowed one additional month for the two remaining finals to be completed. Since then, both finals have passed. Mrs. Royals recommended dismissing the case.
Mr. Blackman motioned to dismiss the case. The motion was seconded by Mr. Southerland. The motion carried with a unanimously vote.
Discussion of License Reinstatement began. County Ordinance was reviewed and Board determined that active contracting can be proven by providing copies of permits from either the state of Alabama, Florida or Georgia, or if they are working in a jurisdiction that does not require permits, they can provide copies of contracts for work done.
Mr. Southerland motioned to direct staff to ensure proof of contracting. Contractor to be defined as the person actually engaged in contract with the homeowner or owner, not to include a hourly person working for the contractor. Proof of permits must be shown. In cases where permits were not required, proof of contracts must be provided for the years that said person was not licensed in Santa Rosa County. The person in question must also be contracting within the same scope of license they are seeking. The motion was seconded by Mr. Blackman. The motion carried with a unanimous vote.
Old Business (License Reinstatement)
Ralph M. Broxton d/b/a East Bay Marine and Construction – Marine Contractor’s License.
Mrs. Royals gave a brief history and update. Mr. Broxton’s license expired in 2001 due to non-payment. He has been working for his cousin, owner of Wesley’s Tree & Marine. No proof of employment or active contracting was provided. Mr. Southerland motioned to deny reinstate of Mr. Broxton’s license. Mr. Blackman seconded the motion. The motion carried with a unanimously vote.
Mr. Blackman made a motion to adjourn the meeting. Mr. Holt seconded the motion. The motion carried with a unanimous vote.
The meeting was adjourned at 3:45 p.m.
