Aviation Advisory Committee July 20, 2011 Milton, Florida The Aviation Advisory Committee met on the above date with the following members present: Members, Jim Fausz (District 1), Mike Harris (District 2), Clay McCutchan (District 4), Chip Mapoles (District 5), and Randy Roy (NAS Whiting Field). County staff present: County Administrator (Hunter Walker), County Engineer (Roger Blaylock), and Administrative Services Manager (Tammy Simmons). Walker called the meeting to order at 5:00 p.m. The minutes of the May 18, 2011, meeting was approved unanimously. Old Business No items New Business Selection of Chair/Vice-Chair McCutchan was elected as Chairman for the Aviation Advisory Committee and was approved unanimously. Mapoles was elected as Vice-Chairman for the Aviation Advisory Committee and was approved unanimously. Safety issues Committee members discussed safety issues relating to access to the new FBO, located on the east side of the airport, and the traffic going to the south hangars from the electronic gate entrance. Committee members suggested access to MAP and the south hangars should be from the North or South end; crossing the center of the runway should not be allowed. Blaylock stated the manual gate at the southern end of the airport can be utilized for vehicular access to MAP and the southern hangars; if you utilize the south gate you will be able to stay on asphalt all the way around to MAP; however, the roadway to the south hangars is a dirt road. Blaylock stated the advantage to having the automatic gate beside the FBO building so if the gate is left open or someone trespasses there is an opportunity for someone to see the activity. We currently have a manual locked gate entrance coming from the Industrial Park on the east side of the airport; however, it is behind an industry and it is a good distance away from MAP; therefore, making activity at this gate not visible. Blaylock stated the county already has signage that will go up establishing prohibition against crossing midfield. Walker stated we are working on the signage and now we need to address access issues on an interim basis until the master plan update is developed. Whiting Air Park McCutchan questioned if this committee needed to address Whiting Air Park? Roy stated he would brief the committee on the current Aviation Commerce Park showing encroachment partnering at a future meeting. Roy stated the master plan is currently being worked on for the Aviation Commerce Park, the property is mostly timberland, there has been a little bit of clearing and design work accomplished. Administrative/Engineer Electronic Access Gate Walker stated we continue to struggle to keep the electronic gate operational. Blaylock stated we are experiencing multiple failures both electrical and mechanical. We currently have Ingram Electric looking at it to replace with a more durable and heavier duty system that will work. Blaylock stated the county has a plan with several steps that we will go through to force the gate to complete an entire cycle as vehicles enter and exit the airport. We currently have a sign that explains how to enter and exit through the electronic gate; we are working on a one-way traffic, cone section with an arm so that after you enter or exit, the arm will not release you until the gate closes behind you. Master Plan Update Blaylock stated the county has funding through FDOT to achieve a Master Plan update. We will be requesting proposals for consultants within the next three weeks and then go through the selection process. Blaylock anticipates it will be November to December before the county gets a Consultant on board. Blaylock stated we should be able to have a kickoff meeting in November with the committee laying out the ground work, scope, envision, and schedule/deliveries. The Consultant will need a couple months to address all safety issues, future capital improvement projects, analysis and updates before they present back to this committee. Once we get through the master plan process, the list of capital projects will be forwarded to FDOT for inclusions in future work programs. There is great opportunity for FDOT and FAA to fully support safety issues as they relate to aircraft; FAA usually doesn’t participate in auto and pedestrian projects such as parking lots, roadways, and driveways. Walker stated it is a requirement that a committee review the master plan update, once the committee has made recommendations the board will review and approve it. We will target the third Wednesday in November for the kickoff meeting and expect the consultants to present the master plan for review of this committee about February 2012. FBO Walker stated the county now has two FBO’s at Peter Prince and the county works with both FBO’s to make the necessary adjustments and accommodations. Other Business Next Meeting/Adjournment The next meeting will be at 5:00 p.m. on August 17, 2011. Meeting adjourned at 5:37 p.m.
