SANTA ROSA COUNTY BUILDING CODE

BOARD OF ADJUSTMENTS AND APPEALS MEETING

MINUTES

AUGUST 13, 2003

 

The regular meeting of the Santa Rosa County Building Code Board of Adjustments and Appeals was held August 13, 2003, at 3:00 p.m. in the Conference room of the Santa Rosa County Building Inspection Department located at 6051 Old Bagdad Highway, Room 202, Milton, FL 32583.  Board members present were Mr. Charles “Pete” Southerland, Chairman; Mr. Larry Hall, Vice-Chairman; Mr. Frank Harold, Mr. Jeff Ates, and Mr. Danny Holt. 

 

Building Inspection Department staff in attendance was Mr. Skip Tompkins, Field Superintendent; Mrs. Rhonda Royals, Building Department Coordinator; and Ms. Amy Allen, Permit Analyst.

 

Mr. Tom Dannheisser, County Attorney and Mr. John T. “Tim” Tolbert, Building Official were absent from the meeting.

 

Mr. Southerland, Chairman; called the meeting to order at 3:00 p.m.

 

 

Approval of Agenda:

There were no changes to the agenda.  Mr. Hall made a motion to accept the agenda.  Mr. Harold seconded the motion.  The motion carried with an unanimous vote.

   

Approval of Minutes:

Mr. Harold made a motion to approve the minutes from the July 9, 2003 meeting.  Mr. Hall seconded the motion.  The motion carried with an unanimous vote.

 

Next Meeting:

The next regularly scheduled meeting is scheduled for Wednesday, September 10, 2003, at 3:00 p.m.

 

Old Business (Formal Hearing)

David Hannah VS Raymond Noel d/b/a Reve Development

Mrs. Royals explained to the Board that both parties have reached an agreement.  Mr. Holt made a motion to dismiss the case.  Mr. Harold seconded the motion.  The motion carried with an unanimous vote.

 

New Business (Appeal)

Melvin Burklow, President of Gulf Breeze Mini Warehouse Storage, Inc.

Mrs. Royals briefly explained the case to the Board.  This is an appeal of a building code requirement for a mini warehouse.  The mini warehouse is a type four construction.  This is a three-story warehouse and is classified as storage.  The Florida Building Code Chapter seven requires tenant fire separation.  However, mini warehouses are considered to be storage which means they can rate the partition every 3000 feet rather than between every tenant space.  The owner of the mini warehouse would like to ask the Board for an appeal since a fire suppression system will be installed.  Chapter 9 of the Florida Building Code requires that any building three stories or more in height must be sprinklered.

 

Mr. Jack Locklin, representing Mr. Mel Burklow explained his case.  Mr. Locklin submitted pictures of a similar mini warehouse that has already been constructed.  Mr. Locklin explained that in the warehouse Mr. Burklow is hoping to construct there would be seven fire separations per floor.  This would mean 21 doors every floor and 63 fire doors in the unit. 

 

Mr. Locklin explained the type of alarm system that would be installed in the warehouse.  The sprinklered system will be installed.  The warehouse will be constructed out of metal and concrete.  There will be no electrical outlets in any of the units.  Combustibles will not be permitted.  Mr. Burklow will control what will be stored in the warehouse. 

 

Mr. Mel Burklow was in attendance to state his case.  Mr. Harold and Mr. Burklow discussed the type of exits in the building.  Mr. Burklow explained that there will be two exits in the building.  17,000 square feet will be on each floor. 

 

Mr. Holt and Mr. Burklow discussed the pictures submitted by Mr. Locklin.  Each unit will be climate controlled.  Mr. Hall asked the Building Department if there were any similar warehouses in Santa Rosa County.  Mrs. Royals believed that this was the first three story warehouse in this county.  Mr. Hall discussed the code issues. 

 

Mr. Burklow explained to the Board that combustible, hazardous materials are not allowed in the facility.  The customer does not have access in the building 24 hours a day.  Staff will be hand to monitor the building during the hours of operation.

 

Mr. Horace Schumpert, former Building Official of the City of Pensacola and engineer of the Gulf Breeze Mini Warehouse Storage, was in attendance at the meeting.  Mr. Schumpert explained the storage classification requirements.  Mr. Harold and Mr. Schumpert discussed table 500 of the Florida Building Code.

 

Mr. Hall and Mr. Schumpert discussed the exits of the building and the square footage of each of the rooms in the warehouse.  Mr. Holt and Mr. Schumpert discussed the contents and the design of the building.

 

Mr. Holt and Mrs. Royals discussed the sprinklered system and the fire walls.  Mrs. Tambre Weiland, Fire Safety Inspector, discussed with the Board the fire walls and the closure of the doors tied in with the fire alarms. 

 

Mr. Burklow explained to the Board that the company who is building the warehouse has built similar buildings all over in the surrounding states.  This company is also out of the state of Florida.

 

Mr. Southerland asked Mr. Locklin and Mr. Burklow to find similar buildings built under the Florida Building Code in this area.  Mr. Randy Jones, Building Inspector III explained to the Board that the number of exits was based on the number of people in the storage classification.  Mr. Locklin stated to the Board that he would find similar warehouses built in this area.

 

Mr. Harold made a motion to table the case until next month.  Mr. Hall seconded the motion.  The motion carried with an unanimous vote.

 

Mr. Harold made a motion to adjourn the meeting.  Mr. Hall seconded the motion.  The motion carried with an unanimous vote.

 

Mr. Southerland adjourned the meeting at 4:00 p.m.
