In hopes of encouraging continued growth in Santa Rosa County, commissioners voted on December 10, 2009 to extend the suspension of the collection of transportation impact fees through December 2010.  Any new construction, residential or commercial, which would normally be assessed a transportation impact fee during the building permit process in 2009 or 2010 will have impact fees waived. Those paying installments will be required to make payments for 2010. Commissioners will address the suspension again in December 2010 for the following years.

At a commission workshop on January 29, 2009 the Santa Rosa County Board of Commissioners originally voted to suspend the collection of transportation impact fees for the 2009 calendar year as an incentive to stimulate new local construction projects. Considering the current national downturn in the economy and rising unemployment, commissioners understand the need to create employment opportunities, including in the construction industry.  By allowing postponement of installments fees for the 2009 tax year, commissioners hope that the savings recognized from the suspension will act as a stimulus.


Transportation Impact Fees
Beginning January 1, 2006, all new development will be required to pay transportation impact fees which will be applied toward the cost of construction for new roadway capacity projects.    

Impact Fee Amount
The amount of fee is determined based on the type and location of development.  Impact Fee Areas are identified on the map below.  Areas 2 and 3 are “urban” and Area 1 is “rural.”  The cost of construction for rural road segments is less than the cost of construction for urban road segments; therefore, the rural fee is less than the urban fee. 

The Fee Schedule below identifies the fee for typical development types.   

Payment Options
Impact fees may be paid in full or may be paid in installments as an assessment on the property tax bill.  

Collection Points
For most development, impact fees will be due at the time of building permit approval.  The only exception is for new subdivision development, which requires the fee to be paid at the time of final plat approval.
