Public Workshop

March 25, 2004

 

Meeting Summary

 

Commissioner Goodin opened the meeting at approximately 6:15pm. He gave a brief description of the project, how it was conceived and the vision for its completion. He then turned the meeting over to Kacey Wagg, Planning & Zoning staff. Ms. Wagg gave a presentation on the project, which is briefly summarized below:

 

Background

  • Initiated by Commissioner Gordon Goodin
  • Supported by findings of the South End Tomorrow Committee
  • Response to Growth Demands in the Community

 

Purpose

  • Develop a Vision for the Future of Navarre
  • Determine how and where growth and development can/should occur
  • Establish Guidelines for Development such as Overlay Districts
  • Recommend Priorities and Financing Alternatives

 

Public Participation

·        Citizen Centered & Community Driven

·        Active Public Participation Ensures

The plan more accurately reflects your needs & concerns

That you have ownership in the plan & a vested interest in its implementation

That the plan cannot be ignored

 

Scope of Project

·        Identified Four Focus Areas:

Land Use

Infrastructure

Architectural Guidelines

Landscaping Guidelines

 

Working Groups

·        Four working groups will each be tasked with handling one of these focus areas

Meet 1-2 times per month from April through June


 

 

 

Sign-up sheets for participation on the working groups will be available after the meeting

 

Steering Committee

·        Each working group will elect a chairman who will sit on the steering committee

·        This committee is tasked with synthesizing the recommendations of each group to complete the plan

 

Plan Implementation

·        Upon Adoption by the BOCC, appropriate County Departments and Community Entities will be responsible for implementing the recommendations

 

Purpose of Tonight’s Meeting

·        Get input at the outset to direct not only the final product, but the planning process

·        You Identify Common Issues and Goals to Guide the Development of the Plan

·        You Determine What Issues to Address

 

 

Participants were then asked to divide into small groups, called “buzz groups,” in order to answer a series of questions designed to gauge the community’s needs and desires. The six questions discussed are listed below. The buzz group reports will be added as an addendum to the meeting summary.

 

            Question 1: Where is Navarre?

            Question 2: What is good about this community, what are its strengths?

            Question 3: What are the major weaknesses of the Navarre community?

            Question 4: What are the major opportunities in Navarre?

            Question 5: Are there any major threats to the quality of life in Navarre?

Question 6: How should Navarre look different in the next 20 years, what should

       stay the same?

 

 

Following the break-out session, participants reconvened in the main meeting room and group leaders from each of the four buzz groups presented a synopsis of their groups discussion. Commissioner Goodin then wrapped up the meeting citing the success of the meeting and encouraging the public to stay involved. Participants were then asked to sign up for one or more working groups as they exited the meeting.
