Hello! We have completed the working group phase of the Navarre Town Center project. Congratulations; we feel that we have a comprehensive set of recommendations and we appreciate all the hard work everyone has put into this process. A complete list of all the recommendations made by each working group is now available online. Please visit  http://www.santarosa.fl.gov/zoning/ntcp/recommendations080504.html and email us with any comments NTCP@co.santa-rosa.fl.us. Please also feel free to call our office (981-7075).

To date, there have been almost 9000 volunteer hours put into this project. The success of the Town Center Plan will ride on the continued support and involvement of the community. We hope everyone will stay involved as we move through the following phases of this process.

The next steps in the project are as follows:

·        Steering Committee

o       Will meet once a week for the next four weeks to discuss the recommendations generated by the working groups. Please read on to find out how this group will function and the topics it will cover

·        Public Workshop

o       A public workshop for the entire Navarre Community is planned for mid-September after the Steering Group has completed its work. This will be an opportunity for everyone in the community to see and hear all the final recommendations before the County Commission discusses the plan

·        County Commission

o       The Board of County Commissioners will be asked to consider and approve the Navarre Town Center Plan at its second meeting in September.

We anticipate staying on schedule, but if necessity requires it, we will alter it to meet the needs of the community.

Public participation and input is imperative throughout these last phases, but public interaction will be more formal than it has been during the working group process. We invite any interested parties to attend the Steering Group meetings, but please be aware that the majority of the discourse will be among the Steering Group members. For a list of those members and a meeting schedule with agendas and meeting summaries (as they become available), please visit

http://www.santarosa.fl.gov/zoning/ntcp/steeringgroup.html. The purpose of the Steering Group is to:

·        Reconcile any conflicting recommendations from the working groups

·        Determine if district boundaries should be contracted or expanded based on the group recommendations

·        Consider timelines for improvements and note any conflicts

·        Consider funding mechanisms and make some recommendations on funding alternatives

The group has already met twice and has determined that the following topics will be discussed prior to inclusion in the final set of recommendations that will be sent to the Board of County Commissioners for consideration and approval:

·        Paint Colors

·        Public Space Designation
Specific Land
Use requirements in the Town Center (i.e. Residential 1st or 2nd floor etc…)

·        Chain Link in the Heart of Navarre

·        Mechanical Unit Screening

·        Metal Roofs

·        Land Preservation

·        Sidewalks on US98

·        Signs & Billboards
Landscaping (natural buffers, xeriscaping, palm trees)

·        Lighting

·        Outdoor Display Areas

·        Setbacks

·        Building Height
