The chairperson of the board shall supervise the execution of the provisions of this act and of the rules made. All persons in the service of the county shall comply with such rules and aid in their enforcement.

Appropriations to be made for the board. The county commission is hereby required to appropriate and fund a sufficient sum of money for the operations of the board and for the enforcement of this act. The board shall submit an annual budget to the county commission at least 30 days prior to the beginning of the new fiscal year. The actual legal expenses for hearings shall not be a budget item but will be billed by the board to the county commission. If the requested budget is disapproved by the county commission, said budget submitted shall be subject to review by the circuit court for unreasonableness upon the resolution of the civil service board requesting such review.
